Fictitious seat distribution of the Second Chamber 1946-2004

By province, based on elections for the Second Chamber and elections for the European Parliament



For every Second Chamber election between 1946 and 2003, the fictitious seat distribution for every province has been calculated in the way the Electoral Law prescribes. It shows how seat distribution in the Second Chamber would have been when the whole country voted the same as a certain province. "-" means not on the ballot in this province, "0" not enough votes for a seat.

For Flevoland province the seat distribution has only been calculated since 1977. In the period between 1946-1972 the number of inhabitants was too low in my opinion for a meaningful calculation. Before Flevoland province was formed in 1986 the municipalities of Noordoostpolder and Urk were part of Overijssel province. The other municipalities formed the region of Southern Polders in the IJsselmeer (ZIJP).

List combinations have been taken into consideration. When two or more parties decide to combine their lists, their number of votes are added up for the distribution of surplus seats. Since in the Netherlands the d’Hondt-method is used for this, a larger party has a bigger chance to win a surplus seat, making it interesting for smaller parties to combine their lists with other like-minded parties. When a party in a list combination receives less votes than the electoral threshold of 0,6667%, Dutch electoral law considers it not to be part of the combination. This means that in some provinces, groups of parties who have combined their lists receive less fictitious seats than they would have received when they had used one common list. In most cases this involves the small Christian parties SGP, GPV and RPF, to a lesser degree the constituting parties of GroenLinks (PSP, CPN, PPR).

TK1977: Based on the number of votes and list combinations known to me, the seat distribution doesn’t work out. I hope this hasn’t had an effect on the fictitious seats, but I think that especially the PSP has been overrated.
